Milton McIver


Milton McIver is a 2002 graduate of the Beasley School of Law at Temple University where he received a LL.M. In Trial Advocacy.  He also graduated from Howard University School of Law in 1979 where he received a Juris Doctor degree.  Currently he serves as an Associate County Attorney in the Prince George’s County Office of Law and has served in this capacity since January, 2008.  He is also the Team Leader in the DSS Unit of the office.  His primary focus is legal representation for the Prince George’s County Department of Social Services and the Area Agency on Aging.  The DSS Unit provides legal representation in the area of abuse and neglect of children and vulnerable adults.  


Prior to joining the Office of Law, Mr. McIver maintained a private law practice where he provided general legal services for his local community.  While in private practice, he also served as an adjunct professor at Prince George’s Community College, in Largo, MD from 1992 until 2008.  As an adjunct, he taught business law and paralegal courses.  His legal career began as Clerk for an Administrative Law Judge at the Federal Energy Regulatory Commission.

Kandace Foreman

As an ingenious self-starter with eye for detail, Kandace is a seasoned communications executive with 21 years of experience. As a Deputy Director of marketing and communications for DC Public Library, she works second-in-command providing counsel to staff on communication strategies, projects and procedures. She also has project and event management experience.

Kelvin Waller


Kelvin Waller is currently the Program Manager for an agency wide software management program totaling 20 plus million dollars a year. He has over 7 years of extensive program/project management experience working for Intelligence Community. Department of Defense, and the Department of Homeland Security, in the following areas: IT management, performance management, portfolio management, software implementation, building databases, financial management and information management and software acquisition management. 

Katrina England

Katrina is truly passionate about the arts.  Growing up as a child she was involved in singing, acting, and song writing.  Everything around her inspired her to cultivate her gifts and talents. She has been involved with other non-profits such as the Ben E. King Stand By Me Foundation, and has contributed her time whenever need to bring awareness to the arts.  Her passion is to motivate today’s youth and help them find an outlet to express themselves via arts. She loves coaching young talent so that they may find their passion and love for arts since it has been removed from most public schools. Katrina is driven with a passion, desire, and zeal for helping artistic youth discover their purpose and dreams!
